Before a Medicare insurance broker can discuss specific plan options with you, federal law requires both parties to complete a Scope of Appointment (SOA). It sounds formal but it’s simple — and understanding it helps you move faster when you’re ready to enroll.
What Is a Scope of Appointment?
A Scope of Appointment is a form required by the Centers for Medicare & Medicaid Services (CMS). It documents which Medicare products will be discussed in an appointment:
- Medicare Advantage plans
- Medicare Advantage Prescription Drug (MAPD) plans
- Medicare Supplement (Medigap) plans
- Medicare Part D prescription drug plans
Why Is It Required?
CMS implemented the SOA requirement to protect Medicare beneficiaries from high-pressure sales tactics. It ensures that the broker only discusses what you’ve agreed to discuss — no unexpected pivots to other products without your consent.
What the SOA Does NOT Do
- It does not commit you to purchasing anything
- It does not share your information with insurance companies
- It does not obligate you to work with a specific broker
How to Complete Your SOA
You can complete your Scope of Appointment online in under 2 minutes. Simply select which Medicare topics you’d like to discuss, and your broker will be notified to reach out.

SOA Timing Rules
CMS requires the SOA to be completed at least 48 hours before a scheduled appointment, except in cases where the beneficiary initiates the contact (such as submitting an online form). Walk-in appointments also have exceptions.
Is My Information Safe?
Yes. The SOA form collects only basic contact information and your product preferences. It is used solely to facilitate your Medicare consultation and is not sold or shared with third parties.
