Enhanced ACA Subsidies in 2027: Are They Still Available?

By Paul Z Olah  |  October 14, 2026

The expanded ACA subsidy rules that began in 2021 remain in effect for 2027 open enrollment. If you haven’t checked your eligibility recently, you may be leaving significant money on the table.

Old Rules vs. Enhanced Rules: What Changed

Old ACA rules: subsidies cut off at 400% FPL. One dollar over and you got nothing. Enhanced rules in effect for 2027:

  • No income ceiling — any income level may qualify if the benchmark plan exceeds 8.5% of income
  • Stronger lower-income help — households under 150% FPL may qualify for $0 premium Silver plans
  • No subsidy cliff — the phase-out is gradual, not a sharp cutoff

The 8.5% Rule Explained

Your monthly premium for the second-lowest-cost Silver plan in your area is capped at 8.5% of your household income. If that plan costs more, the government covers the difference via APTC.

Example: Single person earning $80,000/year. 8.5% cap = $6,800/yr ($567/month). Benchmark Silver costs $750/month. Subsidy = $183/month. Under old rules: $0.

Who Benefits Most From Enhanced Subsidies

  • Early retirees ages 55–64 not yet on Medicare
  • Self-employed individuals with significant business deductions
  • Higher earners in expensive markets (Northern Virginia, Northern NJ, Colorado metro)
  • Households just above 400% FPL who previously got nothing
  • Gig workers with variable income

APTC vs. Cost Sharing Reductions

APTC reduces your monthly premium. CSR reduces your out-of-pocket costs (deductible, copays, OOP max). CSR is available only on Silver plans for households earning 100–250% FPL. A CSR Silver plan at 150% FPL can have an OOP max under $2,000 — comparable to Platinum at a fraction of the premium.
