Short-Term Health Insurance: What It Covers (and What It Doesn’t)

Short-term health insurance plans are often marketed as affordable alternatives to ACA marketplace coverage — especially during coverage gaps. But they’re fundamentally different products, with significant limitations that can leave you financially exposed.

What Is Short-Term Health Insurance?

Short-term health insurance provides temporary coverage — typically for 1 to 12 months, sometimes extendable — at lower premiums than ACA-compliant plans. These plans are not regulated by the ACA and are sold directly by insurers outside the marketplace.

What Short-Term Plans Don’t Cover

Because they’re not ACA-compliant, short-term plans are not required to cover the ACA’s essential health benefits. Most short-term plans:

  • Exclude pre-existing conditions — often defined broadly. A prior diagnosis, doctor visit, or prescription can disqualify coverage for related claims.
  • Don’t cover mental health services
  • Don’t cover maternity care
  • May not cover prescription drugs or cover only a limited formulary
  • Don’t cover preventive care at no cost
  • Have annual and lifetime benefit caps that ACA plans prohibit

When Short-Term Plans Might Make Sense

There are limited scenarios where short-term coverage is appropriate:

  • Bridging a genuine gap between jobs when you know coverage will resume shortly
  • Healthy young adults between coverage periods with no pre-existing conditions and very low utilization
  • Coverage during a waiting period before employer plan eligibility begins

The Risk

The danger with short-term plans is that their limitations aren’t apparent until you file a claim. A cancer diagnosis, a mental health crisis, or a pregnancy can be denied coverage entirely — leaving you with six-figure medical debt while paying monthly premiums for a plan that doesn’t protect you.

The Better Alternative

If you need coverage outside of open enrollment and have a qualifying life event, the ACA marketplace is your safest path. If your income qualifies, subsidies may make a marketplace plan far more affordable than you expect.
