How Cost-Sharing Reductions Work for Silver Plans in 2027

By Paul Z Olah  |  September 28, 2026

If you’re shopping for marketplace health insurance during 2027 Open Enrollment and your income qualifies, Cost-Sharing Reductions (CSRs) may be the most powerful benefit you’ve never heard of. Here’s exactly how they work — and why they could make a Silver plan your best option for 2027.

What Are Cost-Sharing Reductions?

Cost-Sharing Reductions are a form of extra financial assistance available exclusively on Silver-tier ACA marketplace plans. Unlike premium tax credits (which reduce your monthly premium), CSRs reduce your out-of-pocket costs when you actually use healthcare — things like deductibles, copays, and out-of-pocket maximums.

There’s no separate application process for CSRs. If you qualify based on income and enroll in a Silver plan, the CSR is automatically built into your plan.

CSR Income Thresholds for 2027

CSRs are available to individuals and families with incomes between 100% and 250% of the Federal Poverty Level (FPL). Within that range, there are three tiers of CSR assistance that reduce cost-sharing to varying degrees:

  • 100–150% FPL: Highest CSR — Silver plan functions like a Platinum plan (90% actuarial value). Deductibles can drop to near zero.
  • 150–200% FPL: Silver plan functions like a Gold plan (87% actuarial value).
  • 200–250% FPL: Silver plan functions like a high-end Silver plan (73% actuarial value vs. standard 70%).

A Concrete Example

Consider two plans available to a 35-year-old in New Jersey at 150% FPL:

  • Standard Bronze plan: $85/month premium (after tax credit), $6,500 deductible
  • Silver plan with CSR: $110/month premium (after tax credit), $250 deductible

The Silver plan costs $300 more per year in premiums — but the deductible is $6,250 lower. If you use any significant healthcare in the year, the Silver plan wins decisively.

The Critical Rule: CSRs ONLY Apply to Silver Plans

If you qualify for CSRs but enroll in a Bronze, Gold, or Platinum plan, you lose the CSR benefit entirely. You still keep your premium tax credit, but you miss out on the dramatic reduction in cost-sharing. This is one of the most common and costly mistakes people make during Open Enrollment.

Who Should Check for CSR Eligibility?

Anyone whose estimated 2027 household income falls below 250% of the FPL should evaluate whether a Silver plan with CSR is their best option. For 2027, that’s roughly:

  • Individual: under ~$37,650/year
  • Family of 3: under ~$63,750/year
  • Family of 4: under ~$78,000/year

(Exact thresholds are adjusted annually based on FPL updates.)
